One of the things photo editors wrestle with is how to make a boring situation like a government hearing visually interesting. Photographer Alex Brandon moved "straight" shots of the entire panel, but his image of two board members talking really caught my eye. Do you think this image unfairly implies something sinister is going on? Or does it accurately reflect the fact that most of the real work of government happens behind the scenes?
