Crop this shot from the left, to the top of the crack above and left of the window and you've got the making of classic literature on card. This James Joyce meets Vermeer shot is delighful. We've got a girl in a window-always a marker for "trouble", a bare chested dude going about his business-walking by the girl in the window, even though he is wading past...probably knows she'll be there and is trying to get her attention-water is always a sign of passage, and a stairway, either reflected or seen through a window-means rising tension.

I thinks she's too busy texting to notice the fellow myself.

    I can see it.
I also think it would be a better photo without that second window right behind the wader. It's distracting.

I like that window, it has mystery in it.

For me, it has too much going on. The Iron bars' pattern and the elements behind that. too busy.

Their pretension that they don't want to look at each other makes it seem like they are gawking at each other.
