They steal. The world over. Here in Kenya its usually the first agenda of a new Parliament. They always agree on such. Then hire state security service to intimidate the tax payers. It was the same troops intimidating protesters in Rome over Berlusconi. Run man Run! we know who the real crook and thief is.
