Republican US House Speaker John Boehner told US President Barack Obama he was "hopeful" that talks on sweeping spending cuts would reach a deal to avert a partial government shutdown at week's end. Boehner reiterated that the House's goal is to prevent a government shutdown and make real cuts in spending, which the Speaker has argued is necessary to support private-sector job creation and boost confidence in the nation's economy." US lawmakers and the White House are racing to make a midnight Friday deadline to have an agreement on legislation funding government operations through October 1, failing which key federal agencies will shut down.

The White House warns of a temporary cutoff in pay for troops in war zones if the budget impasse brings a partial government shutdown. The IRS wouldn't be able to process some tax refunds, and there also could be a holdup in mortgage applications and small business loans. National parks and museums would be closed, too.

 NBC's Nomenico Montanaro says:

"The president isn't leading," House Speaker John Boehner (R-OH) charged, noting first that he liked the president personally and that they "get along well."

He criticized the president for not implementing any of his own fiscal commission's recommendations in his budget.

And he upped the ante, saying House Republicans were prepared to go forward with a bold one-week continuing resolution that would cut a whopping $12 billion in spending but continue to fund the Pentagon through September.

It's very clear that the baggers don't care about the welfare of the 800,000 government employees whose personal and family well-being is up in the air. For some only temporarily, but also for many, permanently. But what about the 1.5 million or so true patriots serving in our armed forces, who, by the way in many cases are woefully underpaid already and are in financial dire straits as it is who now might have to endure a delay in getting paid.     You mean the folks who have not passed a budget in 2010 and won't even consider any proposal from the house to fund the gov for another week (the White House lockstep with Senate Democrats just refused to keep the government going for 12 billion in cuts)?         From Wisconsin to Washington D.C., Republicans are taking advantage of a crisis they created when they gave away tax cuts to the rich.

        Speaker Boehner is threatening to shut down the government if they can't cut funding of groceries for low-income pregnant women and children, but two months ago he insisted upon tax cuts for people making more than a quarter of a million dollars a year.

        That's not all, Republicans in Congress are insisting on cutting many vital programs to support police, fire fighters, teachers, nurses, and the list goes on and on. Not to mention the fact that even though Social Security does not contribute to the deficit, Republicans are insisting that cuts to Social Security should be on the table.

        Cuts to Social Security and other vital programs are job killers. Speaker Boehner says that if the Republicans kill jobs, then "So be it."

        It's obvious that Boehner is not a leader but the err on boy of the Tea Party that lead the speaker around like he has a ring through his nose.

            Republicans are still slashing programs very important to the people, like medicaid and medicare and other programs vital to the poorest of our nation.

            Democrats have made many compromises, republicans have made a few, but they are far from meeting halfway. We need to compromise before the government shut down, Republicans have to give away more ground, too many jobs and people's lives hang in the balance. In my opinion, Democrats have made too many compromises, we need cooperation from both sides.

            Shutting down the gov't means I can't go to work in my underpaid job, pay my mortgage, feed my family, put gas in my car, pay my health, dental, life insurance and pay my taxes. I hope our lawmakers will not get paid as well (unlikely). Will the madness ever end.

            Same here, except I was actually in the process of possibly buying my first house and contributing to trying to lift our economy back up after scraping and saving for many years. But forget that now. If "the people" want lawmakers who aren't willing to compromise on doing what is best for the entire country rather than just those who voted for them, all I can say is let them have it. People who call for the government to shut down and gutting programs that many don't even realize impact their everyday lives deserve the chaos and trashed economy that will ensue when thousands of federal workers enter the ranks of the unemployed. If people think the economy has been bad, they haven't seen anything yet.

              I wouldn't discount what Amy says. The last time anarchy was in vogue, they shot a president and an archduke. Don't forget the military doesn't get a paycheck. I can't imagine that will make them happy. Congress will be unable to question employees of the IRS to ask them their opinion on tax questions. Veterans will not get their services. We don't know what damage this will do to a very fragile economy. Don't look at this as unimportant. This is not something to encourage or look forward to.

                  You don't understand how it works.  Passing short continuing resolutions (that's what those little one-week extansions are called) is actually more damaging because it does not allow for any part of the federal government to plan what is happening.  The President has said we have been under continuing resolutions since October 1.  This is NOT the time to extend by another week.  Congress has had MONTHS to hammer this out.  We need a budget (trust me, I work for the federal government -- WE NEED A BUDGET).  We don't need another stop-gap so they can argue even longer.  The very foundation of democracy is compromise, NOT digging in your heels (that would be more akin to a dictatorship, where law makers say it can only be one way and there is no room for compromise).  Our elected officials need to stop pointing fingers and playing games.  Obama proposed a $50 billion dollar cut as a compromise -- that is $13 billion less than what the republicans want and $13 billion more than democrats.  Sounds like the President is the one who is trying to avoid the shutdown.

                  If the Republicans are going to shut down the government and not pay or slow pay Social Security to the elderly who may have no other source of income, or not pay the military fighting the war that they got us into under GWB, or cease payments for children's healthcare and subsidized meals, or any number of ridiculous actions for purely political reasons, then the House and Senate should not receive their salaries during the shut down. If you can't run the government in a bipartisan manner for the good of all, not just the rich, then you shouldn't be paid for your service. Yes there is waste in the government, but cutting taxes for the rich and corporations on the backs of the working class is beyond understanding. Cut non-essential government support for programs that don't protect the welfare of the public if you must, but don't be spiteful for political gain. I voted for Obama and have been a bit disappointed, but seeing this ridiculous Republican leadership ( or really tea party leadership), I just jumped back to Obama in 2012.

                    The Democrats are crying about cutting 61 billion, sounds big, get real it's .02% of the budget. They should cut 10% to 20% . What I don't understand is that the government workers get back pay after a shutdown, last time I got a layoff I didn't get any pay until I went back to work.

                            Damn Derek... lots of time on your hands.  You keep talking about this "extension" that the Republicans offered, yet you neglect to mention that they offered it so long as the WH and the Democrats promised not to touch a dime in the Defense Dept budget and to outlaw federal and local funds for abortions in DC.  How about you share the whole truth?  And if we are talking about cutting budgets, how can we justify not cutting DOD's?  They have the biggest slice of the pie and waste our tax dollars by doling them out to countless contractors.
