This is going to get a lot worse before it gets better.
As msnbc.com reported:
At 11 a.m. local time, the Souris tied the 1881 record after rising 11 inches in the previous hour. It should rise as much as 6 or 7 feet higher over the weekend, fed by heavy rain upstream and water releases from Canadian reservoirs.

Time for those in areas like Minot to evaluate their community's situation in reference to possible flooding in the future. I would think that becoming familiar with the watershed and note the weather for the past 20 -30 years. Then look for climate projections into the future and make plans with that information.
Now is the time for those in those areas to first take of themselves and their families. Future plans may need to be day by now for some. I can only imagine what some of those folks are going through. As far as their futures beyond that it may be even if they want to stay in the Fargo area.
20-30 years is nothing....this flood is breaking 130 year records.....I will agree on one point that some neighborhoods could be considered for flood plains, much like they did in Grand Forks and East Grands Forks in the years after the 1997 flood.
My prayers to all in the flood areas especially in Minot and the surrounding towns...
