I don't know much about diplomatic protocols, but I would guess that waving during the group photo is something to avoid.
President Obama's hand accidentally blocked the face of the President of Mongolia, when Obama waved while a photo was being taken at the United Nations. NBC's Brian Williams reports.

What about his fraudulent Social Security number and Selective Service registration? What about his illegal property dealings regarding his Chicago "mansion"? And how in the hell can a "community organizer" afford to purchase a "mansion" in the first place? How can a "community organizer" afford to even pay off his likely sizeable student loans from Columbia and Harvard? Did you ever wonder?
Final thoughts for you idiot "progressive" liberals: 1. You cannot create wealth by dividing it. 2. Every new "right" that you dream up for the recipient class, must infringe upon or deny a "right" to the provider class. 3. Every single $ that the "government" spends on all the great programs you love so much, is either confiscated from the providing class, printed out of thin air (ever heard of inflation - you will), or borrowed from our kids and grandkids (don't you think China will want their loans repaid at some point?) 4. If you don't contribute to society, and instead are able to exist only due to that society, you are a parasite.
November 2012 will contain a harsh message for all the parasites...if they're not too stupid to get it. (Personally, I predict a lot of screaming, crying, stomping, apoplexy when reality finally forces the "progressives" to realize that "utopia" isn't possible, and it certainly isn't free...)

I'm sure the photo is cropped since for this showing, President Obama is the main topic and he is placed center in the photo. Its also pretty grainy which may be because it is cropped and zoomed.

That is not the full photo. It was cropped to show Obama. There were no "half-heads" in the photo.
@Rainier54 - did it ever occur to you that perhaps the photo was cropped for use here? As a photographer, let me say no professional photographer would shoot as framed here. Obvioulsy the photo was cropped so that the messiah would be centered making his very rude jesture even more prominent.

There are at least three other shots of this group on the Internet where Obama is not waving or blocking anyone's face. Try Google images, Obama UN Septmber 20. They usually shoot a bunch of pics for these groups--maybe he saw someone he knew, and this was before the "official" group shot (which you can find--it's more panoramic) was taken. Some of the people in this pic aren't posing as if they are about to have their picture taken.
