you have totally right my friend. Almost 30 years of corrupt socialists (and socialist ideas) made this place an almost communist country. Today in Greece, making money is consider a crime by the authorities. Public sector (including public companies&banks) that occupies almost 1,5 millions employees (out of 4 million working force) is totally corrupt and they raise several bureaucracy obstacles to any private attempt. Also almost all of them, if are in any responsible position are asking money to overcome those bureaucracy obstacles.
The one and only solution in order for Greece not to become like Libya is to restrict instantly the public sector.
We should sell (if any public company is for sell ), lay off, and mainly outsource almost everything of public including public administrations.
At the same time (once the public sector is restricted) to capital invest in Greece.
Greece still has potentials, sun, islands, fancy/ Mediterranean food, people educated and ready to take risks in business.
Is the public sector that is killing (if not has already killed) the prospect of the Greeks.
