If the camera would have turned around, you would have seen that more than half of the buildings on the Malecon are dilapidated. The government propagates the lie that the embargo is to blame for everything. Cuba trades with all the other countries of the world save the US and our closest allies. Private enterprise is only just starting to catch on, but the government needs to do public works projects. Don't ask me how they pay for it, I never took economics but I know when things aren't working. All education and health care is free and they have a per-capita doctor ratio similiar to the US. Maybe they need to provide incentives to get educated people to work in construction or farming.
