'It's like Waterworld': Monsoon rains swamp Manila, force 270,000 to flee

Reuters reports — Deadly torrential rains submerged much of the Philippine capital and surrounding areas on Tuesday, forcing nearly 270,000 people to flee their homes with more flooding expected in the north of the country as a tropical storm passes through the region, officials said. 

"It's like Waterworld," said Benito Ramos, head of the Philippines national disaster agency, referring to a Hollywood movie about a flooded world.

Disaster officials said over half of Manila was swamped by floods as high as three meters, worsened by a high tide and the release of water from dams in surrounding provinces. Read the full story.

        Can't really tell if you're just making a joke over this or not but I do want all Americans and the United States Nation to be open arms for even immigrants from phillipines. I do hope for the best of Manila, Philippines and would like this pull together quick so these families can live in peace after what mother nature has dumped in.

        It amazes me the lack of compassion people have. Look at tornado alley here or along any coast line in the gulf or east coast. Year after year, these areas get hammered by mother nature and they rebuild. Since it happens in this country, it's ok. In other parts of the world the people are considered dumb for doing the same thing. Do you honestly believe the Philippine people like being flooded year in and year out? Where else should they go?

        I feel sorry for these people being flooded out of their homes, but it is not like this is the first time this has happened. Every time there is a big flood like this they go back and rebuild/resettle in the exact same place once the waters have receded. Maybe they should look at moving to higher ground when they rebuild this time.

        let me remind any jerk in USA that we OWE the Philippinos alot!Many civilian risked and gave life to save and shield r military and civilians during WW2 from the enemy!After the war it was US and CIA controlled "puppet" governments that "raped" the people and prevented solid infrastructure from developing.CIA back"puppets" like the Marcos government created the vast corruption still there! YET the Phillippines remains a Solid and Loyal friend to USA! We waste millions on Afganistan and Iraq and they kill our military and want us out!We dredge Iraq's ports,build roads for them now their used to kill or troops! Spend our money on a loyal friend of many,many decades!-andno i am no filippino!         JS in SD, what an absolutely ignorant comment! .. Manila has the population of about 17 million people! I want you to tell us what hilltop 17 million people can hide form the the flooding, maybe they should all come and stay at your house?. Manila is considered to be the most crowded cities in the world and not only that but the whole half of the country has been getting torrential rains for days, many other large cities are flooded by these rains also.

        Philippines gets floods continuously, but not all in one place. Its like saying Tulsa gets daily tornadoes because the news shows daily tornadoes across the midwest, your using the same analogy. Manila does not get these floods regularly. Lastly, these are some of the poorest people on the planetl, the average monthly wage foir those that have jobs in Manila is $100 month and the costs of buying anything is the same as the cost from here. But you say, no problem just let 17 million from Manila (plus maybe 40 million elsewhere) find a hill to build on?

            JD & ulong - How is that different from rebuilding New Orleans after Katrina .. or the many times they have rebuilt after eartquakes in San Francisco .. or even the rebuilding that goes on in tornado ally? I find it interesting how within this one comment about the State Department and immigrants we find comments that are basically saying "damned if you do and damned if you don't". The Phillipines are made up of islands, if they aren't going to rebuild then I guess that would make them immigrants. One thing I know is that every phillipino I have ever met has been charming, kind, and polite. Wonderful people.

              The difference is this, these people have no choice! 30% of the population of the Philippines live on less then a dollar a day. They build shanty towns anywhere there is unoccupied land. There is a high rise shanty town right up against the fence of the airport in Manila. Unlike here, there is no welfare, no foodstamps, etc! Before you people go running your mouths maybe you should see how people in other parts of the world live! You might appreciate what you have if you did! Oh, Yank, unlike Mexicans, Filipinos just can't walk across the border to enter the U.S. illegally. My wife is from the Philippines and the crap we had to go thru to get her a visa to come here was mind boggling!                   472 millimeters of water have fallen in the last 24 hours in Manila. On top of that, it has been raining since the weekend. Katrina saw 380 mm of rain. Also devastating. Monsoon, torrential rains, hurricanes -- they're all just labels. Water is water. People are people. Tragedy is tragedy. These people are seeing more water than you've ever seen in your life. So shush and just be thankful that you're safe and dry.

                    storm drainage is non existent... it is clogged... water has nowhere to go but accumulate in low lying areas...

                    a couple of years back, a viral video showed people riding in garbage pile to keep afloat and to survive... and after the flooding, plastic bags/garbage strewn all over the place, in underpass, overpass, high rises... etc...

                      Hurricanes, floods, tornadoes. They are merely a small inconvenience for humans, but a boon for animals. Warmth and water make life possible. The dinosaurs could never had existed if not for the hot climate of that time. Ask anyone if they would rather have a drought or an occasional flooding, they would choose the latter.

                                                  I've seen (been in and experienced) my fair share of natural disasters where there was massive flooding.

                                                  Manila, Bangkok, Pattaya, and Phuket to name a few.

                                                  What amazes me is how resilient these people are. In America someone builds a home on a river that spills its banks every year. The house suffers damage, possibly destroyed,and they turn around and build again on the same damn spot. Now that is stupid. The folks in manila don't have that option. The must live where they work, and it just so happens that Manila starts at sea level and rises from there. Sure they can inhabit the interior of the country, in the mountains, but being on the coast is vital for trade. Just like Galveston, New Orleans, Seattle, or Anchorage.

                                                  I think the photo on top says it all. They guy has a look that speaks volumes. "I got some wood from my house and I got my damn rice cooker, I'm starting over."

                                                        I can Google squatter life in ANY city and get similar results, this does not result in a realistic cross reference of the people or a city... only a part of it! I have spent time much time In Manila and the rest of the Philippines. I have also spent time in Angola, Gabon and the Congo during their worst times which is much worse off so I know the difference when and what you speak of. I've seen the truly starving but that condition is not the norm in the Philippines as you refer. And again, many of these squatters have jobs and enough to eat just no permanent residences, this is common in every sprawling city. This also doesn't mean these people are any less human or deserve any less decency than any other.

                                                                        I think that no one can help them except themselves, i know my people will regard me as snob, but, it is what it is! they are the only one who can help themselves! i think that there must be a total overhaul of state of mind, culture change ... we are proud to be regarded by other culture as good people, friendly and happy go luck and we are really happy go lucky ... watch, when the flood subsides, when they get rescued, they go back to the same place and do the same thing. I think they prepare for the rescue but do not think of how to prevent the next flooding! I'm serious!

                                                                            Ulong did not come from there but he has a lot of bitterness towards the Filipino people. I DO have relatives and friends there and just returned from Manila. Don't fall for Ulong's statements, his ongoing descriptions are a very poor description of Manila. Yes there is poor people there but blaming the poor for causing the flooding of Manila is a pure evil comment and not warranted!

                                                                                Been there done that, and as much as the documentary shows how bad things get in shanty towns it concentrates on the worst of the worse; this is still not the norm. Again name me 1 people you know of with 12 kids in a shanty town, that ignorant comment alone tells me you've never been there, the average family has 2 kids, and on average the people are not the uninformed uneducated people that you are spewing here. Your comments are degrading to the Filipino people (not just the squatters); and because I DO have first hand knowledge, obviously more than YOU DO!

                                                                                        I was born and raised in Manila, i know that every rainy season there will be flooding but year after year it gets worst, yes, it is mother nature, but you won't believe the devastation it brings to Manila, this is not all mother nature, my people ( and I am owing up to it) brought it to themselves! They don't take care of the environment, you will not believe how clean they are about themselves, they take a shower 3 times a day but they throw their trash everywhere! The local government allows the people to build shanties that clogs up the rivers and up in the mouintaneous area, it is all bald because of illegal logging ... there's no more trees and no one is saying anything! They have their priorities mess up! I am tired on seeing them this way!

                                                                                        I doubt there was any logging in Manila, this does not affect the height of the water they are experiencing. You are referring to erosion, this does affect countryside and destabilizes hillsides, infrastructure and such, but the amount of time one showers or tosses garbage does not affect how much rain fell this week in Manila. As for the shanty towns, people will live where they can work even though there is no housing, what is your solution to this? The government has low cost housing programs and laws to protect the squatters and the land owners, but what is your solution to those in Manila in the shanty towns?

                                                                                          I'm embarassed by my fellow filipinos who lambast our country as if they're not once a filipino if they consider themselves now as americans or whatever. I would like to challenge your prejudiced minds to go dumped a barrel of water in your bath tubs and see if it won't overflow. The reason there are floods was because of the amount of rain dumped in Manila for 24 hours. Having 24 hours rain nonstop is not your ordinary rainy day. Your argument that the reason why there are floods is because of clogged drainage system, why partly true, is not the real reason. If you have 24 hours of heavy rain anywhere in the world, there will be flooding! That I can assure you.

                                                                                          I would not live there. However, the US has the same types of problems. Areas are constantly being rebuilt where hurricanes are going to hit again and again. To these people, and to those in the coastal US, this is home.

                                                                                            This story has nothing to do with legal or illegal immigration to the USA or anywhere else. It is a news story on flooding and the trials to mankind in a flooding situation. Even if some Filipinos do immigrte to the USA, they usually do it legally with visas for work, education or to join family.

                                                                                            But i was listening to george nory last night and he was talking along with roy spencer dissing 98% of the climate scientists & global warming. But then a listener called in and asked what would happen if they were wrong. They had no answer. They talked it over during the break and after the break skipped over the question.

                                                                                            And why. Because if george nory, roy spencer, mr grover, the gop, & the rushbo along with the romney man are wrong about global warming and that we do nothing to defeat it, that we continue to populate the world with 1.1T people by 2090, then the world's temperature will hockey stick off the top of the million year temperature charts. It would almost guarantee that nearly every one will die and the planet would become like mars.

                                                                                            Obama will bring co2 emission level back to the 1990 levels and lower over time.

                                                                                                America is my home now, have been for 20 years and so are my parents and siblings. We all served in the US military from my dad to me - in fact, i am still serving, grateful for the opportunity that America gave my family. When you grow up seeing two different cultures, you have greater appreciation of both. we were brought up by my dad to live with the mantra Ask not what your country can do for you, but ask what you can do for your country. for US born people and never been to any other countries you just don't know how lucky you guys are!

                                                                                                I don't know about the politics or who's to blame in all this, if anyone, and don't care. My earnest feelings are for those poor people that are suffering terribly. You can see the anguish in the faces of many of them in the photographs.

                                                                                                It's sad to see so little empathy from my fellow Americans. Not 1 persons offered theirs prayers or thoughts for the suffering going on. Did you people miss seeing the small childern in that boat? Unlike the spoiled americans in this country, I didn't see any masses chanting for help, but everyone out trying to help. didn't read anything about mass looting. So these 3rd world nation's people are more civilized then the Katrina victimes in USA. So, for all you christians this athiest will offer his best thoughts for the people who are suffering and make an extra donation to the Red Cross out there risking their lives to try and help.

                                                                                                  Please.. by all means.. give more money to the Red Cross. Of course the charity contribution is one of the worst on record but by all means give. Personally, I give to the Salvation Army, the money the raise actually goes to help the victims.

                                                                                                    ...The immediate problem for over 1/4 milion of these people is being displaced from their lives, marginal livelihoods and the chronic poverty of their living conditions. The secondary problem will become living with molds and fungi within all that building material after the waters recede...and the story evaporates from the news.
